Sam Fok (Co-Founder & COO of HKVAX)
Sam is an experienced finance professional specializing in compliance and risk management, particularly in the financial crime and anti-money laundering (AML) field. With over 20 years of expertise, he has transitioned to the fintech and virtual asset industry, expanding his skills and knowledge over the past 5 years. Prior to his work in fintech, Sam held senior positions at renowned financial institutions such as HSBC, J.P. Morgan, Citibank, and Deloitte, serving as Ex-Compliance Head of Global Private Bank and Private Wealth Solutions Hong Kong and Asia at HSBC, as well as Ex-Money Laundering Reporting Officer at J.P. Morgan. Sam is a qualified CPA registered with the Hong Kong Institute of Certified Public Accountants, holding a Master's Degree in Professional Accountancy and Corporate Governance from the City University of Hong Kong, a Bachelor's Degree in Laws from the University of London, and a Bachelor's Degree in Civil and Structural Engineering from the Hong Kong University of Science and Technology.
Quincy Tse (Director of Star Compliance)
Quincy joined StarCompliance as Director of APAC in January 2020. He has over 15 years of experience in the Fintech industries and is experienced in driving adoption of technology solutions by financial institutions in the APAC region including in the Compliance and Syndicated loans industries. Before he joined StarCompliance, Quincy worked as Director of Special Projects at the Chairman Office of Foxconn Technology Group where he was responsible for Foxconn's Investment project in Wisconsin, International PR and crisis management. Outside work, Quincy has been in the education philanthropy since 2002. He is the co-Founder of the Story Seeds Project which its mission is to provide a platform where kindergartens, corporates and the government can come together to break the poverty cycle of underserved kindergarten students through quality English education and personal development support.
Owen Rapaport (Co-founder and CEO of Argus)
Owen is the first employee trade compliance software for digital assets. They work with the largest funds like Andreessen Horowitz, market makers like Tower Research, and exchanges like Coinbase, as well as the United States Department of Justice, to combat insider trading and front-running in the space. He is a graduate of the University of Oxford, and previously worked at Bain & Company (where he met his co-founder) and in private equity.
Jenny Chow (Chairperson of RegTech Association of Hong Kong)
Jenny Chow is an experienced practitioner with over 25 years of experience in securities law and compliance. She has served as a member of the drafting team for the Hong Kong Securities and Futures Ordinance, executive at multiple investment banks, and Chief Compliance Officer for the United Nations Development Programme's Sustainable Development Goals Development (Innovative Finance) division. She is also a serial entrepreneur, currently focusing on her Web 3.0 fintech startup, which has received recognition and support from Cyberport and HKTech300 at CityU Hong Kong. Jenny has been actively providing compliance training for professionals in the banking and financial services industry, covering topics such as regulatory compliance, ethics and conduct standards, anti-money laundering and sanctions, regulatory trends, financial crime prevention, risk governance, and insights into best compliance practices. Jenny is passionate about serving the professional banking and financial services industry in Hong Kong and the broader community. She is the Chairperson of the Hong Kong RegTech Association and has been invited to speak as part of her collaboration with Cyberport and the Hong Kong Monetary Authority in delivering regulatory technology courses for Hong Kong's youth. She also serves as a trainer and course creator for various continuing professional development programs, including the Certification of Banking Practice, at the Hong Kong Institute of Bankers. Recently, she has partnered with CityU SCOPE to teach their latest "Future Smart Readiness Skills Training Program" to nurture undergraduate students at the university.
